Korea’s culinary landscape is rich with a structured system of national technical certifications that acknowledge varying levels of skill and expertise. These certifications, namely the Cook Craftsman, Culinary Industrial Engineer, and Master Craftsman, are crucial for professional development in the culinary field. Beyond these certifications, the government also recognizes exceptional individuals through titles like Excellent Skilled Worker and the prestigious Republic of Korea Master, celebrating their profound contributions to the industry.
Cook Craftsman: The Foundation of Culinary Expertise
The Cook Craftsman certification is the foundational national technical qualification in the Republic of Korea, validating an individual’s professional culinary skills. It’s categorized into five specific areas: Korean, Western, Chinese, Japanese, and Blowfish cuisine.
Role and Importance of Cook Craftsman
- Professional Recognition: This certification ensures that individuals possess the necessary skills to prepare and serve hygienic and safe food.
- Legal Requirement: Under the Food Sanitation Act, certain collective meal service facilities, blowfish restaurants, and large-scale food service businesses are legally required to employ certified cook craftsmen.
- Employment & Entrepreneurship: Holding this certification opens doors to various culinary roles in restaurants, hotels, schools, hospitals, and food processing companies. It’s also beneficial for aspiring entrepreneurs looking to open their own food establishments.
- Pathway to Higher Qualifications: It serves as a prerequisite for aspiring Culinary Industrial Engineers and Master Craftsmen.
Eligibility
There are no restrictions on age, education, career, or gender. Anyone can apply.
Culinary Industrial Engineer: Bridging Skill and Management
The Culinary Industrial Engineer is a higher-level national technical certification, recognizing an individual’s culinary management and operational capabilities. This certification was established to meet the growing demand for professionals who can oversee and manage the entire culinary process, from menu planning to hygiene control, in an increasingly specialized and large-scale food service industry. Like the Cook Craftsman, it is divided into Korean, Western, Chinese, Japanese, and Blowfish cuisine categories.
Role and Importance of Culinary Industrial Engineer
- Mid-Level Management: Beyond basic cooking, this role involves comprehensive management of culinary operations, including menu planning, ingredient sourcing, hygiene control of facilities and equipment, and overall food service management.
- Enhanced Professionalism: While the Cook Craftsman focuses on “cooking techniques,” the Culinary Industrial Engineer requires both “cooking techniques” and “management capabilities,” signifying a more specialized and comprehensive skill set.
- Career Advancement: This certification is highly valued for employment in diverse culinary settings and is advantageous for advancing to managerial positions like head chef or culinary director. It also aids in operating restaurants or large-scale meal service facilities.
- Prerequisite for Top-Tier Certification: It impacts eligibility for the Master Craftsman exam, the highest culinary qualification.
Eligibility
Unlike the Cook Craftsman, there are specific eligibility requirements:
- Graduates or prospective graduates of a 2- or 3-year culinary-related vocational college.
- Individuals who have completed at least two years of study (or are prospective graduates) at a 4-year university in a culinary-related field.
- Those who have obtained a Cook Craftsman certification and have at least one year of practical experience in the same or similar culinary field.
- Individuals holding another Industrial Engineer level certification in the same or similar field.
- Those with at least two years of practical experience (regardless of academic background).
- Individuals who have acquired 41 credits or more through the credit bank system.
Master Craftsman: The Pinnacle of Culinary Expertise
The Master Craftsman is the highest national technical certification in the Korean culinary field, acknowledging an individual’s supreme mastery of culinary skills, on-site management, and personnel guidance. It represents a comprehensive expertise that extends beyond mere cooking or management.
Role and Importance of Master Craftsman
- Supreme Skilled Professional: Master Craftsmen possess top-tier technical skills, managing entire culinary operations, supervising and training culinary staff, and leading on-site training.
- On-Site Management Expert: They act as crucial liaisons between management and production staff, responsible for the overall operation and efficiency of the culinary system.
- Key Personnel in Food Service: They are considered top-level experts capable of overseeing all aspects of culinary technology, human resources, and business management.
- Career and Outlook:
- Employment: Opportunities include hotel executive chef, restaurant executive chef, and head chef at large-scale catering facilities.
- Education: They can become culinary instructors at academies or professors at university culinary departments.
- R&D: Their expertise is valuable in food company R&D departments and menu development teams.
- Entrepreneurship: They can successfully establish and operate their own unique food businesses based on their superior skills.
- Media and Lectures: They often engage in writing culinary books, appearing on cooking shows, and giving lectures as authorities in the culinary field.

Achieving the Master Craftsman certification is highly selective, requiring one of the following:
- After Cook Craftsman Certification: At least 7 years of practical experience in the same or similar culinary field after obtaining a Cook Craftsman certification.

Excellent Skilled Worker : Recognizing Outstanding Contributions
The Excellent Skilled Worker is an honorable designation awarded to highly skilled professionals engaged in production work in industrial settings. This initiative by the Ministry of Employment and Labor and the Human Resources Development Service of Korea aims to elevate the societal perception of skilled trades and enhance industrial competitiveness.
Selection Criteria for Excellent Skilled Worker
- Experience: At least 7 years of experience in production work in an industrial setting as of the announcement date.
- Technical Proficiency: Must possess top-tier technical skills in their respective field.
- Contribution: Demonstrates outstanding achievements in technology development and operational improvements, and has contributed significantly to the advancement of skilled trades or the status of skilled workers.
- Social Activities: Social service and external activities are also considered during evaluation.
The selection process involves a document review and interview for all applicants, with final selection by the “Skilled Worker Promotion Review Committee.” Special consideration is given to small and medium-sized enterprise (SME) workers, with separate selections for large corporations and SMEs.
Benefits of Excellent Skilled Worker Designation
- Certificate & Grant: Recipients receive an Excellent Skilled Worker certificate from the Minister of Employment and Labor and a one-time grant (2 million KRW).
- Educational Support: Within 7 years of selection, individuals can receive a specified entrance fee support (within budget limits, once) if they enroll in a university or vocational college.
- Company Benefits: SMEs with two or more Excellent Skilled Workers selected in the same year, and no disqualifications in the following year, receive a 3-year exemption from regular labor inspections.
- Additional Preference: This designation provides extra points when applying for the Republic of Korea Master, Regional Master, and other related titles. It is often a de facto prerequisite for becoming a Republic of Korea Master.
Distinction from Republic of Korea Master
The Excellent Skilled Worker can be seen as an intermediate step towards becoming a Republic of Korea Master. Key differences include:
- Experience: Republic of Korea Masters require at least 15 years of experience in the same profession, while Excellent Skilled Workers need 7 years.
- Selection & Benefits: Republic of Korea Masters are a select few (under 30 annually) and receive significantly higher benefits, including a one-time grant of 20 million KRW, continuous employment grants, and overseas industrial tours. Excellent Skilled Workers are selected up to 100 annually and receive a one-time grant of 2 million KRW.
While the Excellent Skilled Worker designation and the Master Craftsman certification may seem similar, they are distinct. The Master Craftsman is a national technical certification obtained through examination, validating on-site management and technical guidance abilities. Conversely, the Excellent Skilled Worker is an honorary title bestowed by the government upon individuals who demonstrate outstanding skills and contribute to industrial development. Simply put, Master Craftsman is a qualification, while Excellent Skilled Worker is a prestigious title and government recognition. Holding a Master Craftsman certification can be advantageous when seeking selection as an Excellent Skilled Worker.
